Joe Skelley is a successful business owner and entrepreneur who has built a career grounded in leadership, integrity, and results. With years of experience growing and leading organizations, he is known for a strategic mindset, strong work ethic, and a commitment to creating impact that extends far beyond professional milestones.

 

Having personally witnessed loved ones and family members battle addiction, Joe has experienced firsthand the emotional, mental, and relational toll it takes—not only on individuals, but on entire families. Those experiences shaped a deep sense of empathy and a personal commitment to helping people struggling with addiction find hope, dignity, and a path forward.

Motivated by both lived experience and professional leadership, Joe is dedicated to supporting recovery efforts, mentorship, and community-based initiatives that foster healing and long-term transformation. Through business, service, and advocacy, he strives to use his influence and resources to remind others that recovery is possible—and that no one has to walk the journey alone.

Cody Palmer

Cody Palmer is the Co-Founder of New Heights Recovery Center providing strategic leadership and operational oversight in the delivery of high-quality substance-use treatment services across Ohio. A Toledo Ohio native, Cody brings more than 8 years of experience in the behavioral-health field, along with a deep understanding of the regional treatment landscape and community needs.

 

Cody’s leadership is grounded in accountability, integrity, and long-term outcomes. He has been instrumental in developing systems that support clinical excellence, efficiency, and sustainable growth while maintaining a strong commitment to individualized, person-centered care. Known for his persistence, reliability, and collaborative leadership style, Cody fosters team environments that prioritize professionalism, ethical practice, and continuous improvement.

 

Informed by his own recovery journey, Cody brings a unique perspective to leadership; balancing empathy with structure and vision with execution. He is driven by a mission to expand access to effective treatment, empower individuals to achieve lasting recovery, and strengthen the communities served by New Heights.

Christopher Skelley

Christopher Skelley — Originally from Philadelphia, Christopher found sobriety in Columbus, Ohio — a turning point that inspired his path into the recovery field. With five years of experience in substance use treatment, he brings both professional knowledge and personal understanding to the work he does every day.

 

As Co-Founder, Christopher is passionate about creating a supportive environment where individuals feel seen, valued, and capable of building a new life in recovery. Known for his approachable personality and genuine care for others, he is driven by the belief that with the right support, lasting change is possible for everyone.

Tessa Hill

Tessa Hill is a Licensed Independent Social Worker Supervisor (LISW-S) and Licensed Independent Chemical Dependency Counselor (LICDC) with over five years of experience in the behavioral health field. She earned her Master’s Degree in Social Work from Ohio University in 2021 and is currently a doctoral candidate in Social Work.
 
Tessa has a strong passion for working with at-risk populations, particularly individuals with co-occurring mental health and substance use disorders. She brings a person-centered, strengths-based approach to her clinical work, focusing on instilling hope and supporting sustainable recovery. In addition to her clinical expertise, Tessa is deeply committed to clinical supervision and the professional development of emerging social workers and chemical dependency counselors. She is passionate about shaping the next generation of behavioral health professionals through mentorship, education, and leadership.
 
Her experience spans a broad range of settings, including crisis intervention, corrections, and inpatient/outpatient treatment centers, allowing her to bring a diverse and informed perspective to her practice. Tessa is dedicated to advancing both individual recovery journeys and the behavioral health field as a whole through her clinical work, supervision, and ongoing scholarship.

Staci Mitchell is a dedicated leader in behavioral health and substance use recovery, from Toledo, Ohio. A person in active recovery herself, Staci brings lived experience and over five years of leadership to the field—shaping programs, mentoring staff, and forging community partnerships that center dignity, equity, and second chances. Her work reflects a deep commitment to breaking stigma and building systems of care that are both compassionate and effective.

Hannah Rattigan

Hannah Rattigan, MSW, LSW, is a dedicated social worker committed to making a meaningful difference in the lives of her clients. She was drawn to the field by a deep desire to support individuals experiencing mental health and substance use challenges, helping them develop practical skills they can carry into their daily lives throughout their recovery journey. Motivated by her passion for helping others, Hannah strives to create a safe, inclusive, and comfortable environment where individuals can explore and progress along their personal path toward recovery.

Calyn Wright

Calyn Wright, CDCA,QMHS, is a Case Manager and Group Facilitator with lived experience in addiction and recovery. After overcoming years of active addiction, Calyn committed to a life of purpose and service, earning a CDCA (Chemical Dependency Counselor Assistant) credential and building a career in behavioral health. Calyn supports clients through individual case management and group facilitation, helping them navigate treatment, access resources, develop structure, and build practical skills for long-term recovery. Known for an empathetic, accountable, and nonjudgmental approach, Calyn is dedicated to creating a supportive environment where clients feel heard, respected, and empowered to achieve lasting recovery.

Jordan Hart

Jordan Hart was born and raised in Columbus, Ohio, and grew up surrounded by addiction, poverty, and instability. He began using substances as a teenager and spent years in group homes, treatment centers, and institutions before reaching his own rock bottom.


Today, Jordan is nearly three years sober, holds his CDCA, and is beginning college with the goal of earning his Master’s in Social Work. He now has a family, a home, and his own business. Jordan is passionate about helping others find hope and recovery and is committed to continued growth so he can make a meaningful impact in the lives of those he serves.

Phil Barone Jr.

Staff member - Phil Barone Jr.

Phil Barone Jr. is New Heights Recovery Center’s Business Development Specialist. After battling addiction beginning in his teenage years, losing many friends to addiction, and nearly losing his family, Phil completed his final time in treatment. Finding peace in sobriety, Phil knew his true calling was to stay close to the sober community and aid others in getting the assistance they need. Phil understands how difficult it can be to accept help. As a proud big brother of six and father of three, he knows supporting someone requires a balance of encouragement and accountability. Phil believes that recovery is a gift that everyone deserves. 

Jordan Gelhaus

Jordan Gelhaus is the Housing Director with over five years of experience in the substance use treatment field and two years of leadership experience. He brings a strong commitment to creating safe, supportive, and structured housing environments that promote stability and long-term recovery. Jordan is passionate about helping individuals build better lives for themselves by fostering accountability, respect, and personal growth. His leadership style emphasizes compassion, clear expectations, and teamwork, ensuring both residents and staff are supported in achieving positive outcomes. Jordan looks forwards to continued collaboration across disciplines and is excited to contribute to the team’s ongoing success and growth.
